Questions have been raised over the management of public funds at Mutuini Hospital following allegations of irregular bank transactions involving the facility’s management and senior Nairobi City County health officials.

The allegations implicate Mutuini Hospital Chief Executive Officer Dr. Martin Wafula, Chief Officer Sande Oyolo and other senior administrative officers, who are accused of involvement in the alleged misuse of public funds.

According to claims raised by individuals calling for an investigation, a bank account was opened at Sidian Bank 01003710012762  on the alleged instructions of Health County Executive Committee Member (CECM) Suzanne Silantoi.

The account is reportedly operated by Dr. Martin Wafula, hospital administrator Mr. Gilbert and an individual identified as Jared, whose alleged role and connection to the facility have been questioned.

The allegations have raised concerns about the account’s purpose, the authorisation of transactions and the adequacy of financial oversight mechanisms at the hospital.

“The account is allegedly being used to siphon taxpayers’ money, with Wafula and Oyolo among the key beneficiaries. We will demonstrate that the three are the masterminds behind the scheme,” a source alleging financial impropriety said.

The source further claimed that a recent withdrawal of KSh 2 million had not been satisfactorily explained by the hospital’s accountant.

The source also raised questions about a separate KSh 6 million withdrawal, bringing the total amount under scrutiny to KSh 8 million.

The claims have prompted calls for a thorough investigation into the hospital’s financial management, including verification of the account’s ownership, its authorised signatories, the purpose of the withdrawals and the supporting financial records.

Those calling for an investigation want the relevant oversight agencies to establish whether the transactions were properly authorised and whether public funds were used for their intended purposes.
